Construction Safety Association of Manitoba
Practical Solutions for a Safer Workplace

COR™ is nationally trademarked and endorsed by participating members of the Canadian Federation of Construction Safety Associations (CFCSA) – making CSAM an authority with jurisdiction to grant COR™ in the province of Manitoba. To achieve national safety program accreditation, CSAM practices the utmost diligence to ensure COR™ standards are upheld. COR™ uses one common audit instrument across all of Canada so the national standard is clear: a minimum of 50% in each element and an overall audit score of 80%. Because of the program’s national standards, public and private project owners frequently use COR™ as a pre-qualifier or a condition of contract across Canada. You can read the Province of Manitoba tender requirements here. The program is also is endorsed by:
Non-Manitoban companies that have COR™ Certification in their province or territory, but don’t have a permanent office in Manitoba, can apply for equivalency.
The Workers Compensation Board of Manitoba (WCB) Policy 52.40 creates a Prevention Rebate Program that provides a meaningful financial incentive for eligible employers who have implemented effective safety and health management programs. COR™ Certified employers are eligible to receive a rebate of the greatest of 15 per cent of their assessment premium or for small employers $3,000 (to a maximum of 75 per cent of their assessment premium).
The Prevention Rebate Program is overseen by the preventative arm of WCB — SAFE Work Manitoba — through the provincial standard of their SAFE Work Certified Program. CSAM has a formal agreement with SAFE Work Manitoba as a certifying partner.
COR™ Certification meets the SAFE Work Certified Program provincial standard.
Upon completion of either the Principles of Safety Management course (see SECOR™ for smaller companies) by the company owner or senior branch management, a company is issued a Safety Program Registration number. This Safety Program Registration is temporary, indicating that a company has the knowledge and the intention of creating and implementing a safety program. A Safety Program Registration is the first step toward achieving COR™ or SECOR™ Certification. Steps to achieving COR™ Certification:
To maintain COR™ Certification, the company must have an internal audit annually with an independent audit in their fourth year. Audits and their findings must be coordinated and registered with CSAM. The Certificate of Recognition is valid for three years providing all requirements of COR™ standards are met and certification is maintained annually. Seminars are available throughout the province as often as demand requires. Sign up for a training date near your location or contact us for more information.
The following documentation is required to request COR™ Equivalency from CSAM:
Once the above material is received and successfully reviewed by CSAM, the company will be issued the following:
The Manitoba COR™ certificate will be issued with the same expiration date of your provincial or territorial COR™ certificate (up to a maximum of 12 months). It’s the company’s responsibility to re-apply when their Manitoba COR™ Certificate expires. For more information, contact Keith Steffano, COR™ Program Manager, at 204-775-3171 or keith@constructionsafety.ca. Please Note: The above process was established for provincial or territorial COR™ equivalency only. All information submitted to CSAM will be reviewed by CSAM personnel only and kept in strict confidence.
